client_index- opaque cookie to identify the sender
context- sender context, to match reply w/ request
bib_buckets- Number of BIB hash buckets
bib_memory_size- Memory size of BIB hash
st_buckets- Number of session table hash buckets
st_memory_size- Memory size of session table hash
enable- true if enable, false if disable
