Detailed Description

VRRP: set unicast peers for a VR.

Template Parameters
client_index- opaque cookie to identify the sender
context- sender context, to match reply w/ request
sw_if_index- interface ID that VR is backing up
vr_id- VR ID
is_ipv6- 1 for IPv6, 0 for IPv4
n_addrs- number of peer addresses
addrs- peer addresses
