Add or delete a Linux Conrol Plane interface pair.

Template Parameters
client_index- opaque cookie to identify the sender
context- sender context, to match reply w/ request
is_add- 0 if deleting, != 0 if adding
sw_if_index- index of VPP PHY SW interface
host_if_name- host tap interface name
host_if_type- the type of host interface to create (tun, tap)
namespace- optional tap namespace; namespace[0] == 0 iff none
